| Noe Hinojosa, Jr. |
President and CEO
|
Mr. Hinojosa’s broad experience as a financial advisor to a multitude of municipal credits, coupled with the responsibility of being directly involved with all of the firm’s municipal bond underwriting experience, have made him an experienced investment banker and savvy executive totally dedicated to the success of the firm, its committed professional staff, and most importantly, its clients.
Since Estrada Hinojosa’s creation in January of 1992, Mr. Hinojosa has been responsible in managing the successful execution of the firm’s transactions totaling over 2,500 in number and in excess of $172 billion in par value. In 2008, the firm participated in 234 transactions in excess of $29.3 billion.
The Dallas based firm, with additional offices in Austin, Houston, San Antonio, Chicago IL, San Diego, CA, and Miami, FL, achieved a milestone in 2008 by ranking 3rd and 13th respectively in Texas and nationally among financial advisory firms dealing with municipal debt. In 2008 Estrada Hinojosa was named Top 500 Hispanic owned business in the United States by Hispanic Business Magazine.
In 1995, Mr. Hinojosa was the first Hispanic to serve on the Texas Municipal Advisory Council, the state industry’s board, from 1995-1998. In 2006, he was elected by industry peers to serve on the global board of the Securities Industry and Financial Markets Association (SIFMA), the industry’s think-tank, with offices in New York, Washington, London, and Hong Kong. In 2006 he completed serving two terms as member of the Securities Industry Protection Corporation Board of Directors appointed by then President George W. Bush. He also serves in a number of other civic boards.
Additionally, Mr. Hinojosa has provided expert testimony in numerous seminars relating to the industry in both the United States, Mexico, and Spain and presides over EH de Mexico LLC, an affiliate group of ASII Recursos in Mexico City, with the prime objective to improve that country’s public finance industry and is Chairman of Spanish American Strategic Alliance (SASA) a company created to promote private companies to do business in the USA, Spain and Mexico.
He holds a B.B.A. degree in Computer Information Systems from the University of Texas-Pan American where in 2006 he was honored as Distinguished Alumni by both its President and Alumni Association. Mr. Hinojosa is a Registered Representative of FINRA, and is also registered with the MSRB as a Principal.

| Robert A. Estrada, Esq. |
Chairman and CCO

Bob Estrada is a co-founder of the firm and serves as Chairman
of our Board. Mr. Estrada’s extensive experience of active bond law practice in
tax-exempt securities and investment banking enhances his other key role as
Chief Compliance Officer (CCO). His participation in more than 800 major
municipal bond financing projects totals more than $40 billion, while his
leadership qualities have led to his election to the Board of Directors of the
MSRB, where he served as Chairman during 1999-2000. Mr. Estrada served as
Chairman of the MAC of Texas in 2001. From 1990-1993, Mr. Estrada served on the
Board of Directors for the Student Loan Marketing Association (Sallie Mae) in
Washington, D.C. He has also served as President of the prestigious Dallas
Assembly, and works with numerous other civic, cultural arts, and
community-based organizations. Mr. Estrada has been cited by Hispanic Business
magazine as one of the 100 most influential Hispanics in America.
Mr. Estrada received his B.S. degree and Doctor of Jurisprudence degree from
the University of Texas. In addition, he is an attorney at law, active member
of the Texas Bar Association, and a Registered Principal with the MSRB. Mr.
Estrada served on the Board of Regents for the University of Texas System from
November 2001 until February 2008, where he was Chairman of the Audit
Committee. He also serves on the Board of Directors of the Federal Reserve
Board of Dallas.

| Adrian Galvan |
Managing Director

Mr. Galvan heads Estrada Hinojosa’s Quantitative Group, which
provides primary technical and modeling expertise for Estrada Hinojosa's
clients. He has broad experience developing plans of finance for debt
transactions, both new money and refunding. Over the past 10 years, he has
personally structured over 298 financings totaling $5 billion for a variety of
issuers including cities, counties, school districts, utilities, and water
authorities. Along with overseeing the Quantitative Group, some of his current
responsibilities include developing comprehensive financial models, structuring
multiyear capital improvement plans, determining borrowing capacity, and
identifying and structuring refunding opportunities.
Prior to joining Estrada Hinojosa, Mr. Galvan worked for the nationally
recognized financial advisory firm of Public Financial Management, Inc., where
he assisted in capital planning, financial analysis and cash flow modeling
activities for various clients, including the City of Austin. He also worked
for Merrill Lynch as a financial consultant trainee where he gained extensive
knowledge on equity and fixed income securities.
Mr. Galvan is a graduate of The Wharton School of the University of
Pennsylvania where he received a Bachelor of Science in Economics, with a
concentration in Finance and was active in Hispanic student organizations and
peer mentoring programs. Mr. Galvan is a native of Fort Worth, Texas and is
fluent in English and Spanish. He is a Registered Representative of FINRA
(formerly NASD).

| Jorge Garza |

Mr. Garza is a Managing Director of Estrada Hinojosa &
Company, Inc. He joined the firm in September 2007 after spending 15 months
away from the industry pursuing personal interests. In June 2006, Mr. Garza
retired from Citigroup Corporate and Investment Bank, where he served as
Director in the Public Finance Department. He spent 13 years at Citigroup,
responsible for the development of investment banking relationships and
execution of transactions for municipal issuers in the southwestern United
States, principally Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.
During that time he served as senior manager, underwriting over $20 billion in
the areas of airports, public power, sports and convention center facilities,
surface transportation, and water utilities.
His 32-year banking career includes serving as Managing Director at Dean Witter
Reynolds, Inc. in New York City for five years; Senior Vice President at Dillon
Read & Co., Inc. in Dallas, Texas for five years; Vice President at First
Southwest Company in Dallas and San Antonio for four years; Banking Officer at
RepublicBank Dallas N.A. for three years; and Vice President at Hidalgo Savings
& Loan Association in Edinburg, Texas for five years.
Mr. Garza graduated in December 1973 from Pan American University with a
Bachelor of Business Administration degree. He was born and raised in
Harlingen, Texas.
He served on the Board of Directors of the Municipal Advisory Council of Texas.
He is licensed as a Municipal Securities Principal-Series 53, Uniform
Securities Agent-Series 63, and General Securities Registered
Representative-Series 7.

| Donald J. Gonzales, CPA |

Mr. Gonzales is a Managing Director and Manager of the San
Antonio office of Estrada Hinojosa & Company, Inc. He is a Certified Public
Accountant with over ten years of financial consulting and investment banking
experience serving governmental entities. He has been the Lead Banker in
financings throughout Texas for counties, housing finance corporations, cities,
higher education and public education districts, special districts, and toll
facilities. Mr. Gonzales has represented and assisted numerous entities in the
preparation of rating agency and insurance company presentations. He represents
numerous governmental entities throughout Texas and is prepared to assist in
financings from toll roads to health districts. He has completed nearly $200
million of projects through the Texas Water Development Board, numerous
single-family housing transactions and completed the first North American
Development Bank (NADBank) bond transaction in the State of Texas. In the last
five years, he has completed municipal bond financings totaling more than $5
billion.
Prior to his investment banking career, Mr. Gonzales worked in public
accounting and was the Staff Director for the Texas School Performance Review
for Texas State Comptroller John Sharp. While working in public accounting, he
has performed tax and management consultant services for various accounting
firms. Mr. Gonzales’ 18+ years of public accounting experience with a
concentration in taxation will be of significant value in assisting issuers in
the review and analysis of various types of financial and tax-related issues
that may be contemplated. Mr. Gonzales received a Bachelor of Business
Administration degree in Accounting from St. Edward’s University. He is a
Registered Representative with FINRA (formerly NASD).

| Lawrence E. Jordan |
Managing Director
|
Mr. Jordan is a Managing Director in the Dallas, Texas
headquarters of Estrada Hinojosa & Company, Inc. and serves on the
Company's Board of Directors and Management Committee. Before joining Estrada
Hinojosa, Mr. Jordan spent ten years as an investment banker and five years as
a public administrator.
As an investment banker at First Southwest Company, he closed over $6 billion
in financing for businesses, governments, and not-for-profits, handling all
sizes and types of issues for all sizes and types of issuers. Mr. Jordan
co-headed the Public Banking department, with nine offices and 50 employees,
and headed the Special Clients group, with 15 employees, where he led the
airport, healthcare, higher education, industrial development, public power,
and transportation practices. Also, he led the Company's national expansion and
international infrastructure financing efforts.
Previously, Mr. Jordan spent four years at the North Central Texas Council of
Governments, where he managed a department with 10 employees that provided
demographic and economic data for a 16-county metropolitan area, and one year
for the City of Phoenix, where he assisted in preparing a $500 million budget,
conducted management studies, and implemented productivity improvements.
Mr. Jordan has a Bachelor's degree in City Planning from the University of
Virginia and a Master's degree in Public Administration from Syracuse
University, with a concentration in Finance. Also, he completed Level II of the
Chartered Financial Analyst (CFA) program and holds General Securities
Principal, Series 24, and Registered Representative, Series 7 licenses from
FINRA (formerly NASD).

| Thomas B. Nolan III |

Mr. Nolan, who serves as a Managing Director, has over 25 years
of securities industry experience, with a background in trading and
underwriting, and a primary focus in the institutional sales area.
Prior to joining Estrada Hinojosa, Mr. Nolan was a Managing Director at SAMCO
Capital Markets and a Senior Vice President in institutional sales with Dain
Rauscher, both in Dallas. His investment banking career began with Moody’s
Investors Service in 1978 in New York City, and he was employed by Dillon Read
& Co. prior to moving to Dallas.
Mr. Nolan holds a Bachelor of Science degree in Business Management from
Cornell University. He is registered with FINRA (formerly NASD) (Series 7) and
is a registered Municipal Securities Principal (Series 53).

| Paul Jack |

Paul Jack has over 13 years of experience in the structuring and issuance of debt obligations for political entities in Texas and across the country. While serving in various capacities either as financial advisor or underwriter, Mr. Jack has managed or supported the bond issuance process for over $9 billion in debt obligations. Prior to Estrada Hinojosa, Mr. Jack worked for JPMorgan, Public Financial Management, and Citigroup.
Mr. Jack’s public finance experience includes a variety of municipal projects including: public power, water and wastewater systems, general city infrastructure, convention centers, stadiums and arenas, airports, toll roads, hospitals, school districts, universities, and economic development projects. In addition to the project finance experience described previously for TxDOT and Sustainable Water resources, his public power experience includes: Turlock Irrigation District (CA), Walnut Energy Center Authority (JPA between Turlock Irrigation District and Merced Irrigation District), Austin Energy (TX), San Antonio City Public Service (TX), Grand River Dam Authority (OK), and Brownsville Public Utility Board (TX).
Mr. Jack has a Bachelor of Business Administration from the University of Texas at Austin and a Master of 22 Public Affairs from the University of Texas’ LBJ School of Public Affairs. Prior to his public finance career, Mr. Jack also served as an officer in the United States Navy.

| Ruben Mendoza |

Mr. Mendoza previously managed the Arizona office for Estrada
Hinojosa & Company, Inc. In this capacity, he was responsible for all the
Company's investment banking activities in the state, including the development
of a client base and the overall administration of the Phoenix based office.
Mr. Mendoza relocated to San Diego, California in 1998, where he is responsible
for establishing a client base, as well as continuing to serve as the Company's
representative in Arizona. Estrada Hinojosa has completed transactions totaling
more than $15.1 billion ($13.2 billion in underwritings, and $1.9 billion in
financial advisory) solely in the State of California. Representative
clients include: California Infrastructure and Economic Development Bank;
California School Finance Authority; City of National City; City of National
City Community Development Commission; City of Brawley; City of El Centro;
County of San Diego; Department of Veterans Affairs; Los Angeles State Building
Authority; Los Angeles Unified School District; the Metropolitan Water District
of Southern California; San Diego Unified Port District; and the University of
California.
The firm is also serving on four commercial paper programs in the State of
California with the Department of Water and Power of the City of Los Angeles,
Los Angeles World Airports, The Port of Los Angeles, and the Wastewater
Department of the City of Los Angeles. Mr. Mendoza is the assigned banker.
Mr. Mendoza is a seasoned professional with a 25-year career in municipal and
corporate finance. Before joining Estrada Hinojosa, he was with the firm of
Rauscher Pierce Refsnes, Inc. (now RBC Capital Markets). He has served as
financial advisor or underwriter to more than 47 different cities throughout
the Southwest. His career in municipal finance began in 1978 as Assistant to
City Manager Joel D. Valdez of Tucson, Arizona. In that capacity he completed
assignments in various key departments including the departments of Finance,
Budget & Research; Economic and Community Development; and Operations. In
1979, he accepted a position with the International City Management Association
(ICMA) in Washington, D.C. as the first Director for ICMA's Office of Hispanic
Programs. As such, he established a program of service to Hispanics in local
government and was the national liaison to Hispanic elected and appointed
officials until 1982.
Mr. Mendoza is a graduate of the University of Arizona where he received his
Bachelor of Arts degree. He attended the American Graduate School of
International Management (Thunderbird) where he received his Mater's degree in
Business Administration. He is a Registered Representative of FINRA (formerly
NASD).

| U. S. Williams, Jr. |

Since 1992, Mr. Williams has served as principal banker on financings totaling over $32 billion, including the financing team for the school districts of Dallas and San Antonio. Mr. Williams serves as co-financial advisor to the Cities of Dallas and Fort Worth, as well as having a key role on the financing teams of the Cities of River Oaks and White Settlement; Dallas Housing Development Corporation; Dallas/Fort Worth International Airport; Denver International Airport; Dallas Area Rapid Transit; and Dallas County Community College District. Prior to joining Estrada Hinojosa, he performed such professional services for First Southwest Company, working directly on accounts of Texas cities and school districts.
At Estrada Hinojosa, Mr. Williams has served as underwriter for municipal issuers in Texas, Colorado, and Georgia, where he participated on financing teams for the City of Atlanta, Dallas/Fort Worth International Airport, Denver International Airport, and the Hartsfield-Jackson Atlanta International Airport. He has also served as Senior and Co-Managing Underwriter on financings for numerous Texas school districts, counties, and cities, as well as the North Texas Healthcare Facilities Corporation and other political subdivisions. Mr. Williams attended the University of North Texas.
Mr. Williams actively participates in numerous industry-related organizations, serving as a Company representative for such groups as the Texas Municipal League, Government Finance Officers Association of Texas, Texas Association of School Boards, Texas Association of School Administrators, National Association of Black Public Administrators, the Texas Association of Black City Council Members, and the Texas Municipal Advisory Council, where he presently serves on the Board of Directors. He is a Registered Representative with FINRA.

| Lourdes Reyes Abadin |

Ms. Abadin recently joined Estrada Hinojosa to head its efforts
in providing municipal bond services to governmental entities in the State of
Florida. Ms. Abadin commenced her public finance career in 1988 with the Miami
Sports & Exhibition Authority (an autonomous agency of the City of Miami).
She rose to the position of Deputy Director and CFO where she managed several
municipal bond financings. She then specialized in investment banking when she
joined a Wall Street firm in 1993. Her work, as an investment banker for the
past 13 years, has focused in the state of Florida and Puerto Rico.
Ms. Abadin has participated as an issuer, underwriter, or financial advisor for
many types of issues, such as general government, seaports, airports, ground
transportation, education, health care, utilities, water and sewer, solid
waste, sports facilities, exhibition centers, and special assessment districts.
Her work has included developing financial structures, credit enhancement, the
development of bond rating presentations, preparation of official documents,
and the pre-marketing of bonds. Ms. Abadin holds a Bachelor of Science degree
in Finance from Florida International University, is a Certified Government
Finance Officer (CGFO), and is a FINRA (formerly NASD) Series 7 and Series 63
Registered Representative.

Mr. Gordon is a senior vice president in the Dallas headquarters of Estrada Hinojosa. Mr. Gordon possesses nearly 20 years of business experience in various capacities as well as 5 years of military experience. He currently serves clients as a banker, financial/quantitative analyst, and investment advisor. Mr. Gordon is lead or co-lead banker to numerous municipal clients including the Dallas/Forth Worth International Airport, Denver International Airport, Dallas Area Rapid Transit (DART), City of Allen, the Town of South Padre Island, Del Mar College District, Cameron County, Northeast Texas Regional Mobility Authority and Overton Independent School District. He has served as lead or co-lead banker on financial advisory or underwriting transactions with a combined par value of over $10 billion.
Prior to joining Estrada Hinojosa, Mr. Gordon served as a senior vice president at a commercial real estate and construction company where he managed the development of financial and project management software to support the company’s clients and was on the company’s executive committee. He has also held business, technology and engineering leadership positions for a number of other companies in the financial software, manufacturing and logistics industries.
Mr. Gordon served five years in the U.S. Army as a commissioned officer and Army helicopter pilot in the U.S. as well as overseas in Honduras and Korea. His duty assignments included tours as flight operations officer, logistics officer, and budget officer.
Mr. Gordon received his B.S. degree in Engineering Management with a minor in Civil Engineering from the United States Military Academy at West Point and his M.B.A. from Savannah State College. Mr. Gordon is highly proficient in Spanish. He is a Registered Representative of FINRA as well as a Registered Investment Advisor.

| Richard G. Long |

Mr. Long’s background includes extensive Texas-public entity
investment management. He is experienced in the Public Funds Investment Act,
investment policies and strategies, cash flow-based investment portfolios,
eligible investment options, appropriate asset allocations, investment
transaction settlement and safekeeping procedures, bank service agreements and
arbitrage rebate regulation. A Registered Investment Advisor Representative and
continuing manager of Valley View Consulting, L.L.C. (the S.E.C.-registered
investment advisor firm he founded), Mr. Long assists the University of North
Texas–Center for Public Management in providing PFIA-related training. Mr. Long
earned a B.S. degree in Finance from Colorado State University and an M.B.A.
degree from the University of Dallas.

| Ross A. Moring |

Mr. Moring has been a participant in the municipal market for
more than 30 years. He has held the position of Manager of Underwriting,
Trading and Sales for both national wire houses and dealer banks. His
responsibilities have included managing large national negotiated and
competitive underwritings, and the acquisition and hedging of a wide variety of
trading positions.
Mr. Moring received a B.S.B.A. Degree from the University of Arkansas. He was
elected to serve a term on the Board of Directors of the Municipal Advisory
Council of Texas and held the Office of Chairman during his last year. He is
registered with FINRA (formerly NASD), MSRB, and the State of Texas.

| Dr. Miguel de los Santos |

Dr. de los Santos joined Estrada Hinojosa in May of 1996 to
support the Company's business in the Rio Grande Valley and throughout South
Texas. He brings a wealth of public finance experience to Estrada Hinojosa,
particularly in the area of public education. Prior to joining the Company, Dr.
de los Santos spent more than twenty-five years in teaching and school
administration, which included serving as Superintendent of Schools in the
Texas communities of Edinburg, San Benito and La Joya, and Assistant
Superintendent of Houston ISD. During this tenure of Superintendent, he was
involved in four successful bond elections that approved the issuance of $665
million in bonds.
He serves as Assistant Professor at the University of Texas-Pan American, in
Edinburg, Texas. He serves as Associate Director for the Center for Applied
Research in Education in the Department of School Administration, and teaches
School Finance and School Facilities Management courses to school
superintendency students and a course in School Business Services to M.Ed.
students. Dr. de los Santos earned his Ph.D. in Educational Administration from
the University of Texas at Austin and holds a M.Ed. Degree from Southwest Texas
State University and a B.A. in History and Spanish from the University of
Texas-Pan American. He is a native of Edinburg, Texas, and is fluent in English
and Spanish. Dr. de los Santos has written and lectured extensively and is
recognized throughout the Southwest as an authority on public education and the
unique challenges facing school systems along the U.S.-Mexico border. His
insights and experience are an invaluable resource to the clients of Estrada
Hinojosa. He is a Registered Representative with the MSRB.

| Robert A. Tijerina |

Mr. Tijerina, in addition to providing investment-related
services, provides technical and research support in the Company’s San Antonio
office. Mr. Tijerina’s duties include preparing financial projections and
analyses, offering documents, and continuing disclosure to support issuers
during and after the issuance of bonds. Prior to joining Estrada Hinojosa, he
served as an Investment Officer responsible for portfolio management with the
Texas State Treasury and the State Comptroller of Public Accounts. His
responsibilities included:

earned a B.A. from Texas Lutheran University, and a M.B.A. from Southwest Texas
State University. Mr. Tijerina holds a Series 52 license from FINRA (formerly
NASD).

| Virgil Wiesner |

Mr. Wiesner, who serves as Director of National Underwriting,
has over 30 years of securities industry experience, focusing on institutional
sales of fixed income products to banking, mutual funds and broker/dealer
organizations. Mr. Wiesner has also held positions on the underwriting and
trading desks of Texas institutions.
Before joining Estrada Hinojosa, Mr. Wiesner was a senior officer and head of
Underwriting and Sales/Trading for a regional broker/dealer, where involvement
on municipal underwritings alone exceeded $10 billion. Prior to beginning his
career in the securities industry in 1974, Mr. Wiesner owned and managed his
own businesses in Lincoln and Omaha, Nebraska.
Mr. Wiesner holds an A.B. degree from Creighton University in Omaha, Nebraska
and has taken M.B.A. studies at the University of Nebraska at Omaha. Mr.
Wiesner currently holds securities licenses with FINRA (formerly NASD and the
New York Stock Exchange), and the State of Texas.

| Susan Anderson |

Susan Anderson joins Estrada Hinojosa’s Investment Advisory
group, using her extensive skills in cash and investment management to advise
Estrada Hinojosa’s clients.
Mrs. Anderson began her career with the City of Austin, Texas, beginning in
1970 as a clerk in the City Treasurer’s office. During her 27 year tenure, she
worked in payroll, accounting, and investment management, capping off her
career with a five year term as City Treasurer for Austin. Since her retirement
from the City, she has remained active in public finance, working as a Senior
Portfolio Manager for Public Finance Management (PFM) and as Chief Investment
Officer for the State of Texas. Most recently, she worked for PFM Asset
Management as a Senior Managing Consultant, where she specialized in large
Texas accounts. She advised on investment strategies, policies, and day-to-day
management of investment portfolios.
Susan is a graduate of St. Edward’s University in Austin, Texas holding a
Bachelor of Finance degree. She is a Certified Cash Manager and has completed
the Level 1 examination for the Chartered Financial Analyst designation. She
holds FINRA Series 6, 63, and 65 licenses.

| Luis Elizondo-Thomson |

In December 2007 Mr. Elizondo-Thomson moved from Estrada
Hinojosa’s Dallas Headquarters to Co-Head the Firm's Houston Business
Operations. His relocation is part of the Firm’s increased commitment to
Houston area clients and the Gulf Coast region clients. Since joining Estrada
Hinojosa in 2005, he has worked on a broad range of financings, providing both
financial advisory and underwriting services for the State of Texas and many
local governments. These financings have involved general obligation bonds,
sales tax supported bonds, variable rate and fixed rate revenue bonds.
Prior to joining Estrada Hinojosa, Mr. Elizondo-Thomson was active in various
political campaigns. During his work on the John Kerry campaign, he held
various positions from January 2003 through November 2004, most notably as a
Regional Political Director and finishing as Director for Hispanic Affairs. He
previously worked for John Kerry's leadership PAC , the Citizen Soldier Fund.
In 2000, he worked on the Gore/Lieberman Campaign in their Nashville
headquarters and in the Orlando region during the Florida Re-Count efforts. He

behalf of several boards and organizations. Mr. Elizondo-Thomson received a
Bachelor of Arts degree in English with a minor in Critical Social Studies from
Hobart College in Geneva, New York. He holds the Series 7 and 63 securities
licenses and is a Registered Representative of FINRA (formerly NASD).

Anthony “Tony” Jaso, a seasoned investment banker, joins Estrada
Hinojosa as a Vice President in the San Antonio office. For the last two years,
Tony served as Regional Director of the South Texas/El Paso area for U.S.
Senator Kay Bailey Hutchison, acting as her direct liaison to the needs of this
region, making him the main contact between the Senator and the citizens of the
region.
Previously, Mr. Jaso was employed at the Frost National Bank in San Antonio,
Texas. Beginning in Retail Banking, Mr. Jaso moved onto Investor Relations,
which brought him into contact with customers, investors and analysts following
the company, and then into Fixed Income Sales, where gained experience in
portfolio management, private sector cash management, and public sector
investment needs.
A graduate of the Virginia Military Institute, where he earned a BA in
Economics, Mr. Jaso also earned an MBA with a focus in Finance from the
University of Texas, San Antonio. He holds FINRA Series 7 and 63 licenses.

Mr. Koch is a capable and versatile financial professional with
extensive management and operational credentials that include a strong
background in accounting, cash management, treasury, and information systems.
He has broad industry experience with both publicly traded and privately held
firms, including international market activities and public sector
organizations. His career has included management positions with Fortune
magazine-ranked firms, where he was responsible for accounting and financial
reporting, treasury, and information services. Mr. Koch’s skills and experience
will be used to enhance the Investment Advisory Services unit of Estrada
Hinojosa.
Mr. Koch received a Bachelor of Business Administration degree from Texas
A&M University, and is a Registered Representative of the SEC.

| Héctor Reyes-Erazo |

Mr. Reyes-Erazo was recently hired by Estrada Hinojosa to
bolster the firm’s participation in California and the Southwest. His
experience includes the Federal Reserve Bank of New York, where he was
responsible for interfacing with state member banks to help design and
establish local community-based lending facilities for economic development
(small businesses and affordable housing). He also has economic development
corporation experience, having served as senior project manager for the New
York City Economic Development Corporation. Mr. Reyes-Erazo has worked for two
national investment banking firms, serving as a public finance investment
banker and structured finance investment banker. His experience also includes
development and growth of institutional investor client bases, fixed income
secondary markets, insurance companies, REITs, bond/hedge funds, and money
managers.
Mr. Reyes-Erazo is a graduate of Lehman College, New York, where he received a
Bachelor of Arts in Economics. In addition, he completed all coursework toward
a Master of Arts in Economics from the New School for Social Research in New
York. He is fluent in English and Spanish, and is a Registered Representative
of FINRA (formerly NASD).

| Nicole T. Roberts |

Ms. Roberts provides quantitative support to the public finance
section of the Miami and Dallas offices which includes primary technical and
modeling expertise for Estrada Hinojosa's clients. She assists the firm’s
senior bankers in developing plans of finance for debt transactions, both for
new money and refundings for a variety of issuers. She also assists in the
development and revision of disclosure documents and proposals. Ms. Roberts has
an extensive background in Financial Planning with financial advisory firms
such as Merrill Lynch, UBS Financial Services and Bank One Securities. Her
background includes personal portfolio management, risk analysis and retirement
planning strategies. Ms. Roberts is a graduate of Texas Tech University in
Lubbock, Texas, where she received a Bachelor of Business Administration in
Business Economics. She is a FINRA (formerly NASD) Series 7 and Series 66
Registered Representative.

| Walter G. Sevier IV |

Mr. Walter G. Sevier provides technical and research support to
the senior investment bankers at the Company. Since joining Estrada Hinojosa,
Mr. Sevier has prepared financial projections, offering documents, and
continuing disclosure to support issuers during and after the issuance of
bonds. He has participated in verification of bids on competitive bond sales
conducted by Estrada Hinojosa for various financial advisory clients. Prior to
joining Estrada Hinojosa, he held administrative positions with AMR Corporation
and Sevier and Associates, Inc.
Mr. Sevier earned a B.S. in Business Administration with concentration in
Finance from Trinity University in San Antonio. Mr. Sevier is also a member of
Alpha Kappa Psi national business fraternity. He is a Registered Representative
of FINRA (formerly NASD).

| Andres Diamond-Ortiz |

Andres Diamond-Ortiz joins Estrada Hinojosa as a quantitative
analyst in the Houston office, bringing both extensive finance and computer
programming abilities to the firm. Since graduating from college in 2005, Mr.
Diamond-Ortiz has devoted his skills exclusively to public finance, working as
a consultant first at nationally recognized firm Public Finance Management
(PFM), and afterwards at Piper Jaffray & Co. He has served as an analyst on
varying kinds of transactions, including cities, school districts, water
utilities, and college districts, employing both standard tools models and
computer programs of his own creation. He is also familiar with variable rate
debt and derivative instruments.
A native of Galveston, Texas, Mr. Diamond-Ortiz earned an A.B. in Economics
from Princeton University.

| David N. Gonzalez |

Mr. Gonzalez provides technical and research support to the
Company’s San Antonio office. Prior to joining Estrada Hinojosa, he served as a
Boatswain’s Mate for the United States Navy. His previous experience includes
working for a civil engineering firm, where he identified Texas cities in need
of new water and sewer plants and interfaced with public works directors. Mr.
Gonzalez has also served as a computer lab assistant, and is proficient in
Windows and Microsoft computer applications. He is fluent in English and
Spanish.
Mr. Gonzalez graduated from the University of Texas-San Antonio, where he
received a Bachelor of Arts degree in Liberal Arts with a concentration in
History.

Office Manager

Ms. Garza is a vital part of the management team of Estrada
Hinojosa. As Office Manager, she is responsible for the efficient operation of
all office systems and internal control functions. Ms. Garza, a Dallas native,
has extensive previous experience in document management and financial
transaction work while serving as a senior legal secretary at Jenkens &
Gilchrist, Attorneys at Law. Ms. Garza is bilingual in English and Spanish, and
is a notary public for the State of Texas.

Ms. Maldonado provides support to the overall activities of the
Dallas headquarters office. She serves as the Company Receptionist, where she
is responsible for receiving and dispatching all incoming telephone calls. Her
duties also include assisting the Office Manager with Accounts
Receivable/Accounts Payable, maintaining various databases, mail distribution,
assisting with travel arrangements, copying, filing, recordkeeping, and other
clerical duties as needed. Ms. Maldonado is proficient in Microsoft
Windows computer applications, and is fluent in English and Spanish.

Ms. Nunez’s responsibilities include providing support to the
Dallas office of Estrada Hinojosa. Her past work experience includes compiling
statistical data for the United States Bureau of Labor Statistics, serving as a
mortgage loan specialist, an account analyst/service associate, and bank
teller. Ms. Nunez is fluent in Spanish and is scheduled to receive her Bachelor
of Arts degree in Economics from the University of North Texas in December
2004.

Ms. Snirch provides support to the overall activities of the
Dallas headquarters office. Her duties include assisting the Office Manager,
maintaining various databases, mail distribution, copying, filing, and other
clerical duties as needed. Ms. Snirch has international work experience, having
worked in Canada, Mexico, and the United States. Previous duties included
serving as Director of Operations for the Americas Strategic Alliances, LLC and
as Executive Director of the United States-Mexico Chamber of Commerce. She
holds a Bachelor of Science degree in Graphic Design from Universidad Del Nuevo
Mundo in Mexico. Ms. Snirch is proficient in Microsoft Windows computer
applications, and is fluent in English and Spanish.

| Deborah R. Traylor |

Ms. Traylor provides support to the public finance section of
the Company, assisting in the development of disclosure documents, proposals,
administrative tasks, and related activities undertaken by the Company’s
investment bankers. Ms. Traylor’s experience includes four years at First
Southwest Company before joining Estrada Hinojosa in 1994. A native of Dallas,
Ms. Traylor attended Tyler Junior College in Tyler, Texas, and is also a notary
public for the State of Texas.
